A man in Saudi Arabia has been fined SAR3,800 after being found guilty of attempting to smuggle 380 litres of Zamzam water out of the Kingdom. The incident took place at the King Fahd Causeway customs checkpoint in the Eastern Province, where customs officials discovered the undeclared water concealed in the boot of his vehicle.

The Second Preliminary Customs Committee in Riyadh ruled that the water was among items restricted from export under Saudi regulations. The failure to declare the water constituted customs smuggling, leading to the imposition of the fine. The committee also ordered the confiscation of the seized goods, emphasizing the importance of adhering to customs laws.

In this case, the public prosecution had initially sought a prison sentence in addition to the fine and confiscation of the goods. However, the committee decided against imprisonment, citing the defendant's lack of previous criminal convictions and deeming the financial penalties sufficient.

The ruling was made under Articles 142, 144, and 145 of the Unified Customs Law of the Gulf Cooperation Council States. These articles define customs smuggling and outline the penalties for related offenses, reinforcing the strict regulations surrounding the export of certain goods, including Zamzam water.

Zamzam water, sourced from the Zamzam well in Mecca, holds significant religious importance for Muslims, particularly during the Hajj pilgrimage. However, Saudi authorities have imposed restrictions on its export to ensure that it remains available for pilgrims and residents within the Kingdom.

This incident highlights the ongoing efforts by Saudi customs to enforce regulations and prevent the illegal export of restricted items. The authorities continue to monitor customs checkpoints rigorously to uphold these laws and protect the integrity of the Kingdom's resources.

As customs regulations evolve, individuals traveling in and out of Saudi Arabia are advised to familiarize themselves with the laws governing the export of goods to avoid similar penalties. The case serves as a reminder of the importance of compliance with customs regulations, particularly regarding items of cultural and religious significance.
