Sanctions and Countermoves

There is a rhythm to sanctions and responses—a kind of political call and echo that has defined Europe’s uneasy dance with Moscow since the invasion of Ukraine. This week, that rhythm hardened once more. Russia vowed to launch what it called “tough and effective measures” against the European Union’s 19th sanctions package, a new round that strikes at the heart of Russian gas exports.

Foreign Ministry spokeswoman Maria Zakharova accused Brussels of “persisting in suicidal policies” that, she said, deepen the continent’s energy insecurity and weaken its own competitiveness. “The EU continues to isolate itself from the rest of the world,” she declared, underscoring Moscow’s long-standing narrative that Western sanctions ultimately harm those who impose them.

The latest EU package expands restrictions on liquefied natural gas (LNG) shipments, closes loopholes in technology transfers, and tightens measures against financial intermediaries aiding sanctioned firms. European officials describe the step as necessary to cut off revenue flows funding Russia’s war machine. For Moscow, however, energy remains one of its last powerful levers in global trade—and the Kremlin’s reaction suggests it intends to wield that leverage carefully, but forcefully.

Analysts note that Russia’s ability to retaliate has limits: energy exports to the EU have already fallen sharply, and alternative markets in Asia now absorb much of its output. Still, Moscow can make targeted adjustments—restricting specific gas routes, raising export duties, or tightening access to critical raw materials. Each step would send economic ripples through an already strained global energy market.

This exchange of sanctions and counter-threats has become the core of a long war of attrition—economic rather than military—where each side seeks to prove endurance. The EU’s resolve lies in its unity; Russia’s, in its defiance. Between them stands a world recalibrating to a new geopolitical reality where energy and economics intertwine more tightly than ever.
