Russians Are Being Offered Refueling in China Amid Fuel Shortage

As Russia’s fuel shortages worsen—especially in its Zabaykalsky region—advertisements in local messaging groups are offering residents services to cross into China, refuel in Manzhouli, and return, sometimes also offering to fill containers for pickup. Russians Are Being Offered Refueling in China Amid Fuel Shortage

Residents in Russia’s Zabaykalsky region are being offered cross-border refueling services in China as local gasoline shortages continue to disrupt supplies. The offers, promoted in Russian messaging groups, target people in Zabaykalsk and Chita and advertise trips to the Chinese city of Manzhouli, where drivers can refuel before returning to Russia.

Reports say some advertisements also mention refilling fuel containers, though they warn that Chinese customs may not permit canisters to cross the border. Advertised prices vary by fuel type and payment method, with diesel and gasoline listed at different rates when paid in Chinese yuan.

The shortage in Zabaykalsky has been described as severe since late June, prompting regional authorities to introduce a high-alert regime. Sales to private motorists have been limited to 15 liters per day, driving long queues at filling stations and leading officials to consider measures such as an electronic queueing system, increased police presence, and controls on truck traffic—especially around the border crossing routes used for trade.

The situation is part of wider fuel disruptions in Russia that have also included restrictions in other regions amid refinery and supply-chain pressures.
