CHERNIHIV, Ukraine — A Russian missile strike targeting northern Ukraine struck a municipal veterinary and animal sterilization facility in Chernihiv, wounding three women and killing a dog housed at the shelter. Emergency responders and staff worked to treat injured animals and clear structural debris.
The strike occurred around 4:00 p.m. local time when a weapon—identified by law enforcement as a Banderol missile—struck the grounds of the "Step Towards Animals" municipal animal shelter on Volodymyr Drozd Street. The impact created a blast crater, blew out windows, and severely damaged administrative and boarding structures.
Three female shelter workers, aged 18, 40, and 59, sustained shrapnel wounds and acoustic trauma. All three victims were transported to the Chernihiv Regional Hospital for emergency medical treatment.
Alongside the human casualties, the attack resulted in one dog being killed instantly. Four additional animals—including three cats and another dog—suffered injuries during the explosion and were subsequently treated by surviving staff members.
Local municipal authorities and volunteers quickly arrived at the damaged site to secure surviving animals, repair breached enclosures, and clear shattered glass and rubble.
The National Police of Ukraine documented the destruction at the clinic and officially opened a criminal case. The incident has been registered under Article 438 of the Criminal Code of Ukraine, which addresses violations of the laws and customs of war.
The "Step Towards Animals" center plays a crucial role in managing Chernihiv’s stray population and providing accessible veterinary care for local pet owners. Distraught community members and local animal welfare organizations immediately organized emergency donation drives to supply medical supplies, food, and temporary cages for the displaced animals. Facility coordinators emphasized that despite the severe destruction to their operating rooms and administrative quarters, their core mission to rescue and care for injured animals in the region will continue.
Regional officials condemned the shelling, highlighting that the facility was purely civilian with no nearby military targets or defense assets. Chernihiv authorities noted that repeated strikes on municipal services exacerbate human and domestic animal suffering throughout northern Ukraine, straining already overburdened local emergency resources. International human rights observers continue to monitor these ongoing strikes on non-military targets as forensic teams gather evidence from the blast site for international war crimes documentation.
