Russia’s Oil and Gas Revenue Falls as Compensation Costs Squeeze Budget

Russia’s federal budget received $5.28 billion in oil and gas revenue in September, down 22.3% from the same month in 2025, according to Ukraine’s Foreign Intelligence Service. Gross tax receipts were about $10.16 billion, but compensation payments and deductions reduced the amount reaching the budget. Oil companies received approximately $25.7 billion in compensation during the first nine months of 2026. The intelligence service also cited declining refining output and fuel shortages. The figures indicate mounting budget pressures, but do not establish that Ukrainian strikes caused the revenue decline.
