Russian investigators have opened a terrorism case over Ukraine’s overnight drone attack on an industrial facility in the Nizhny Novgorod region, state news agency TASS reported. Regional Governor Gleb Nikitin said the unnamed enterprise in Kstovo district sustained significant damage in what he called a massive attack. Ukrainian media identified the site as the NORSI oil refinery, one of Russia’s largest, but Russian authorities have not confirmed that report. Officials said there were no casualties and fuel supplies were being monitored.
