Russia Introduces New Wartime Civil Defense Rules as War Casualties Approach 1.4 Million

Russia’s National Guard (Rosgvardia) is drafting updated civil defense rules that add explicit preparations for dangers during mobilization, martial law, and wartime. The proposal would amend a 2018 order and align Rosgvardia’s internal procedures with a 2025 civil defense law that redefined responsibilities around population protection in wartime conditions. The timing coincides with assessments that Russian losses in the full-scale invasion have reached roughly 1.4 million killed and wounded.
