In a major insight into the evolving world of blockchain regulation, Matthew Osborne, Ripple’s Policy Director for Europe, sat down with OMFIF to discuss how Ripple is reshaping the global financial ecosystem through the XRP Ledger (XRPL) — one of the world’s first distributed ledgers now running for over 13 years without major outages.

Osborne emphasized that Ripple’s mission is to provide digital asset infrastructure for institutional use, combining speed, security, and compliance. Ripple’s ecosystem includes its crypto-powered payments network, custody solutions for institutions, and the Ripple USD (RLUSD) stablecoin, which has already achieved a $900 million market cap and approval from the New York State Department of Financial Services.

Ripple has also launched Hidden Road, its prime brokerage service designed to bridge both crypto and traditional markets, marking a strategic expansion into institutional trading. According to Osborne, Ripple’s focus is to “support the tokenisation of assets” and to make blockchain technology functional for regulated finance worldwide.

The XRP Ledger (XRPL) stands out as a public, permissionless ledger, meaning anyone can view transactions, build applications, or participate in validation. This open structure encourages innovation while still allowing regulated financial institutions to apply compliance measures such as whitelisted wallets or KYC-based permissions.

Osborne addressed lingering regulatory skepticism, noting that financial institutions are beginning to differentiate between public and permissionless blockchains, recognizing XRPL’s deterministic settlement system as crucial for finance. He also clarified governance concerns, explaining that the XRPL Foundation operates under French law, ensuring community-driven, transparent updates.

Ripple’s approach is clear — merging decentralization with regulation to create a safer, faster, and more inclusive financial network. As Osborne concluded, “With a public blockchain, anyone can participate, avoiding silos and creating a much more vibrant set of developers building solutions for the future.”
