The tragic incident occurred during ongoing flood relief operations across rural districts along the Ganges and Ghaghara river basins. IAF helicopters were conducting low-altitude supply drops to deliver essential food rations, clean water, and medical supplies to isolated communities cut off by rising floodwaters.

Witnesses at the scene reported that as the chopper hovered to release a bundle of heavy grain sacks and canned goods, the payload drifted slightly off-target during descent. The package struck a local hawker who was standing near the roadside edge of the drop zone, killing him instantly from the high-velocity impact.

"People were gathering near the open clearing to collect relief materials when the bundle fell," said a local eye-witness. "It happened within seconds—the packet came down directly onto him before anyone could shout a warning."

The victim, identified by local authorities as a middle-aged street vendor from a nearby village, was pronounced dead at the scene. District administrative officials and senior police officers arrived shortly after the incident to secure the area, restore order, and manage the growing crowd of distressed residents.

Local community leaders expressed sharp anger over safety protocols during aerial drops, demanding better ground management, secured landing zones, and immediate financial compensation for the victim's family.

"This was a terrible, tragic accident during a critical humanitarian mission," a senior district administrative officer stated. "We have initiated a formal inquiry to evaluate how the safety perimeter was maintained during the drop and to ensure immediate relief assistance is granted to the deceased's family."

Air Force officials expressed deep regret over the loss of life and confirmed that standard operating procedures for low-altitude drops in inhabited zones would undergo a thorough review. High-speed air drops, while vital for reaching inundated areas quickly, carry inherent risks when crowds gather too close to un-demarcated drop points.
