Several Moscow airports temporarily restricted flights on October 9 amid reports of drones and aerial balloons near the capital. Flight-tracking data showed government aircraft circling or changing course. One Il-96 presidential aircraft returning from Turkmenistan diverted to St. Petersburg before continuing to Moscow. Reports differ on which aircraft carried Vladimir Putin, and authorities have not confirmed whether he was aboard the diverted plane. Russian officials also did not publicly confirm that drone activity caused the disruption. The restrictions delayed and cancelled numerous flights across the region.
