Sources familiar with Moscow’s position say the Kremlin believes continued strikes against Ukraine’s energy system could increase pressure on Kyiv and force concessions. Ukraine has pushed for months for reciprocal restrictions on attacks against energy facilities, ports, and critical infrastructure. Talks have resumed, but no agreement or commitment has been confirmed, despite claims by Donald Trump.
