Nearly the entire state of Arizona is under a flood watch, including Flagstaff and Tucson. The National Weather Service has issued a flood watch for El Paso, Texas, through Tuesday night. California Governor Gavin Newsom has declared a state of emergency .

What makes Polo unusual is not merely its intensity but its trajectory. Since 1950, only nine remnant tropical storms or hurricanes have survived the journey across the mountains and deserts of the Southwest to affect southern Arizona or New Mexico. Whether Polo joins that small group remains uncertain, but forecasters caution that the potential for significant impacts is real. Yale Climate Connections notes that a moderate risk of rainfall exceeding flash-flood guidance is predicted for the Four Corners region on Monday and from southeast Arizona to the Texas Panhandle on Tuesday .

As Monday approaches, communities on both sides of the border are watching the horizon. For some, the rain will be a relief. For others, it will be a test of readiness. Polo will make its choice soon enough.
