Philippines, Vietnam Upgrade Ties, Declare South China Sea Peace "Non-Negotiable"

On June 1, 2026, the Philippines and Vietnam formalized the upgrading of their diplomatic ties to an enhanced strategic partnership, as reaffirmed by Philippine President Ferdinand Marcos Jr. during a state visit by Vietnamese leader To Lam. Marcos emphasized the shared commitment of both nations to uphold peace, stability, and a rules-based order in the contested South China Sea.

Marcos stated, "We share a common interest in maintaining peace and stability in our region," adding that this partnership is vital in light of an increasingly uncertain global environment. He highlighted that deeper ties would encompass broader cooperation pathways, enhanced political and defense collaboration, and tighter links between the Filipino and Vietnamese peoples.

Vietnam has emerged as the Philippines' sole strategic partner within the ASEAN region after the two nations upgraded their relations a decade ago to counter China's maritime assertiveness. During their discussions, both leaders reaffirmed their commitment to ensuring that the freedom of navigation and overflight in the South China Sea remains "non-negotiable."

To Lam echoed these sentiments, calling the Philippines an "important regional partner" and stressing their alignment on strategic interests. He acknowledged ongoing collaboration in defense and economic sectors, emphasizing shared commitments to peace and stability.

The two nations have previously conducted joint coast guard exercises, demonstrating unity despite overlapping territorial claims in the South China Sea. The partnership aims to address critical regional issues, including food security and economic ties, as Vietnam is the largest rice supplier to the Philippines.

Both countries are actively working to fortify their cooperation in various sectors, including technology, education, and tourism, marking a significant step in bilateral relations.
