MANILA, Philippines — The Bangko Sentral ng Pilipinas (BSP) is driving innovation in the country’s financial infrastructure with its pilot initiative exploring the use of a central bank digital currency (CBDC) to streamline bank level settlements and modernize large value payment systems. The project, known as Project Agila, has concluded its testing phase and marked a major step forward for digital finance in the Philippines.

Launched as a wholesale CBDC pilot, Project Agila was designed to enable financial institutions to transfer funds with enhanced efficiency and security using distributed ledger technology (DLT). Unlike retail digital currencies intended for everyday users, a wholesale CBDC is tailored for interbank transactions — offering the potential for 24/7 settlement, improved liquidity management, and reduced operational risks.

The BSP collaborated with several major domestic banks during the pilot to test the feasibility of CBDC based settlements beyond traditional banking hours, including weekends and holidays. This approach allows institutions to settle high value transfers and explore additional applications such as securities settlement and cross border payments without relying on legacy systems.

With the pilot project now concluded, the central bank is analyzing results to inform its long term roadmap. Officials say the insights gained from Project Agila will help shape future initiatives — including broader wholesale CBDC adoption and potential enhancements to the national payment system.

Analysts and industry insiders view the BSP’s CBDC work as aligned with the Philippines’ ongoing transition toward digital payments. Digital transaction volumes continue to rise across the country, and financial institutions are increasingly adopting interoperable systems and blockchain linked platforms to meet the needs of consumers and businesses alike.

While the BSP has focused first on bank level digital currency use cases that can deliver tangible benefits for liquidity and settlement efficiency, retail oriented CBDCs — which would involve the general public — remain under consideration for future phases.

As global central banks experiment with digital money and distributed ledger platforms, the BSP’s pilot underscores the Philippines’ commitment to exploring cutting edge financial technologies while maintaining strong oversight and financial stability.
