The Parliamentary Assembly of the Council of Europe (PACE) adopted a written declaration supporting Kazakhstan’s democratic reforms and regional leadership in Strasbourg on Jan. 19. The declaration is titled “Support for Kazakhstan’s Democratic Reforms and Regional Leadership.”

The document was authored by Michael German, a British parliamentarian and member of the Alliance of Liberals and Democrats for Europe. It was signed by 21 parliamentarians from different political groups within PACE.

In the declaration, PACE parliamentarians commend Kazakhstan’s commitment to large-scale democratic reforms, saying these steps strengthen the country’s status as a regional leader in democratic governance, protection of human rights, and the rule of law. The statement welcomes reforms advanced by Kazakhstan’s political leadership, including constitutional and legislative changes and the abolition of the death penalty.

The declaration places particular emphasis on Kazakhstan’s cooperation with the Council of Europe, especially in areas such as judicial reform, anti-corruption efforts, promotion of human rights, and strengthening democratic institutions. It argues that this cooperation has produced tangible results and reinforced Kazakhstan’s role as a model for democratic development in the region.

Finally, the declaration calls for continued support for Kazakhstan’s ongoing democratic transformation and for further development of cooperation aimed at promoting shared values—democracy, human rights, and the rule of law.
