Chairing a high‑level review meeting on SME and agricultural financing, the prime minister directed the State Bank of Pakistan and commercial banks to further simplify and expand credit mechanisms for new businesses, SMEs and small farmers, calling improved access to finance a top priority for productivity, inclusion and sustainable growth. His remarks underscored that lending must be not only available, but also accessible — stripped of unnecessary procedures and tailored to the needs of those at the economic frontiers: entrepreneurs just starting out and farmers striving to modernize their practices.

Shehbaz Sharif emphasised that priority financing should be extended to service providers promoting innovation in the agriculture sector, and that loans for modern technology and machinery should be made easier to obtain. These steps, he suggested, would enhance both productivity and competitiveness, helping transform small operations into engines of local and national growth.

Participants at the meeting were also briefed on recent gains in private‑sector lending: the number of borrowers has more than doubled since 2021–22, with total credit approaching Rs1.1 trillion by December 2025, even as millions of farmers benefit from agricultural credit covering crops, equipment and livestock. But with notable progress comes the understanding that much remains to be done to ensure that financing grows in step with potential.

In tandem with the credit directives, the prime minister charged his Special Assistant on Industries and Production, along with the Small and Medium Enterprises Development Authority (SMEDA), to work with provincial governments to craft a coordinated national SME facilitation policy, ensuring that reforms reach every corner of the country — including Gilgit‑Baltistan and Azad Jammu and Kashmir. He also stressed the importance of fostering entrepreneurship skills among youth, underscoring that access to credit must go hand in hand with the knowledge to use it effectively.

Bankers, policymakers and business leaders alike acknowledged that reducing bureaucratic hurdles and expanding financing channels is vital for economic inclusion. In a country where SMEs form a backbone of employment and where farmers often face seasonal and market pressures, easier credit could be a stabilising force, uplifting livelihoods and energising local economies. As the prime minister pledged to personally monitor progress and establish a sub‑committee to present actionable recommendations, the message was clear: finance should not be a fortress to be scaled, but a foundation on which broader prosperity can be built.
