The stretcher was designed for use by two operators, yet only one was present, and the loading ramp was later acknowledged to have been poorly suited to the equipment in use. Since Batten’s death, both Health New Zealand and Hato Hone St John have examined the circumstances closely, initiating reviews, changes, and improvements to prevent similar tragedies. Training for stretcher operation has been enhanced, and by 2026 powered stretchers are expected to replace non‑powered models nationwide — a change aimed at strengthening safety when patients are transferred between hospital and ambulance. Modifications to the ambulance bay ramp and related facilities at Whangārei Hospital have been completed to better support secure movement of stretchers and to reduce risk.
