Nova Scotia faces again what a chase can cost.

At two o'clock in the morning, the roads of western Nova Scotia belong to no one. They are dark, quiet, and patient, waiting for the day to begin. But on Sunday, in the space of three minutes, they became the stage for two crashes, one death, and a question that Nova Scotia has faced before and will likely face again: when does a pursuit become more dangerous than the thing it is pursuing?

The sequence began shortly before 2 a.m., when an RCMP officer in Wolfville spotted a grey Honda Civic traveling at high speed and attempted a traffic stop . The driver did not stop. The police vehicle followed, and while attempting to stop the car, the officer's vehicle crashed outside of town. The officer was taken to hospital with non-life-threatening injuries .

A few minutes later, at 1:53 a.m., emergency crews were called to a second crash on Highway 1 in Grand Pré, where the Honda had left the road and gone over an embankment . An 18-year-old man from Prospect Bay was pronounced dead at the scene. Another occupant was airlifted to hospital with life-threatening injuries, and three others were taken by ambulance . The names of the dead and injured have not been released.

The Serious Incident Response Team, Nova Scotia's police watchdog, is reviewing the evidence to determine whether it should investigate . An RCMP collision reconstructionist attended both locations . The Mounties have asked anyone with video footage or information to come forward .

This is the second time in as many weeks that a police chase in Nova Scotia has ended in a collision. On October 10, Halifax police referred a hit-and-run to the watchdog after a truck being pursued collided with another vehicle at an intersection in Dartmouth, leaving the other driver with serious injuries . And earlier this year, Quebec's police disciplinary tribunal suspended three provincial police officers and two Montreal police officers over a 2018 chase that left a woman seriously injured, concluding the officers should not have pursued the suspect due to the risks of continuing through a densely populated area .

The mayor of Wolfville, Jodi MacKay, spoke to CTV News about the collision. "It's homecoming weekend, people are here having a good time," she said. "To have that be the way the weekend ends is just sad. Any loss of life is tragic, but when you're so young and have so much ahead of you, I can only imagine what the families and parents are feeling" .

The investigation is in its earliest stages. The watchdog will decide whether to open a formal inquiry. The RCMP will continue to gather evidence. And an 18-year-old from Prospect Bay will not be returning to whatever life had been waiting for him on Monday morning.
