In 2023, Norwegian lawmaker Peter Frølich bypassed export rules to send thermal-imaging drones to Ukrainian soldiers, as he later described in his book and interviews. The drones, supplied through Fritt Ukraina, were initially stopped by customs under regulations dating to the 1950s. Frølich said volunteers feared delays could cost lives and proceeded with the delivery. The government was informed the next morning and promised to fast-track review. Norway later changed its rules, allowing civilian drones to be sent to Ukraine legally.
