Kolkata, India— Police tape still ringed the Chorbagan Sarbojanin Durga Puja pandal on Wednesday as investigators tried to piece together how a religious celebration turned into a crush that killed 19. The toll has held since the night of the incident.
The stampede happened around 7:30 p.m. on October 17, the first Saptami day on the 2026 puja calendar, in north Kolkata near Burrabazar. Hundreds were moving through the narrow lanes of the temporary pavilion when a sudden downpour hit. Visitors rushed for shelter and pushed toward the main entry at the same time.
Kolkata Police are examining a loudspeaker announcement that warned the pandal structure was in bad condition and could collapse. A video of that announcement is now part of the file. Officers said the warning set off commotion. People started pushing, pulling and rushing forward and fell to the ground.
Thirteen of the dead were women, including two minors, according to hospital records. Most died from suffocation and compression asphyxia. Seventeen people were pronounced dead shortly after arrival at Kolkata Medical College and Hospital that night. Another two died overnight.
The crush lasted about three minutes. That was enough. Videos from the days before show revellers pressing against barricades and tussling with police at the same venue. The pressure had been building as crowds grew for Durga Puja, the city's largest annual festival.
Police said women near the exit gate had congested the passage to protect clothing and belongings from rain. That blockage coincided with the inward surge. The two flows met in a tight corridor with no side exit. People fell. Others fell on top of them.
West Bengal's government has formed a six-member Special Investigation Team headed by retired Justice Anindita Roy Saraswati. The order, issued October 21 by Chief Secretary Manoj Kumar Agarwal, asks for a report within three months. The panel will review crowd management, announcements and the structural safety certificate for the pandal.
Families gathered outside the emergency building for hours after the crush. State officials announced compensation and said the government would bear medical costs. Twenty-four of the 25 injured were listed as out of danger by Wednesday, with one still under close observation.
The Chorbagan pandal remains closed and under guard. Barricade layouts have been changed at other major pandals across north Kolkata as police prepare for the rest of the festival week.
