A close associate of Phelan confirmed to CNN that he flew on Epstein's plane but noted that it was only due to an invitation from James Cayne, then-CEO of Bear Stearns. Phelan, a businessman without prior military experience, was nominated by Donald Trump in November 2024 for his current position and was confirmed as Navy Secretary in March 2025. Since then, he has been involved in various fundraising efforts for Trump’s campaign and is recognized for his sizable art collection.
