The outlet says investigators determined the shots came from the armed suspect and that the civilian was killed by stray gunfire rather than police bullets. It adds that police exchanged gunfire with the suspect before the incident ended with the officer and suspect dead and additional people injured. The investigation is being handled by independent authorities.
