Police in Monaco and France were searching for a suspected bomber Tuesday after an explosion in the wealthy principality of Monaco wounded three people.

Monaco State Minister Christophe Mirmand said the suspect was believed to have fled to France. Police were working with French authorities to track him down, as Monaco—surrounded by the sea and neighboring France—has no border checks between the two countries.

The three main victims were still in hospital. Mirmand said a woman was the most seriously hurt, while a man’s condition was no longer considered critical. Local outlet Monaco Matin reported that part of the woman’s lower limbs were blown away, while the identities of the other victims were not confirmed by local authorities at the time.

French and Ukrainian media said the attack was aimed at Ukrainian-born oligarch Vadym Yermolaiev, a former real estate developer from Dnipro. The reports said he left Ukraine years ago, renounced Ukrainian citizenship, and became a Cypriot citizen. Ukrainian sanctions were reportedly placed on him in December 2023, tied to alleged business in Russia-occupied Crimea, and Ukrainian media said he denied involvement in Crimea in a 2024 interview.

Monaco’s prosecutor general described the explosive device as a “parcel bomb.” According to reports, video surveillance showed a man dropping a backpack at the entrance of a residential building shortly before the explosion. Monaco Matin published a CCTV image of a suspect it said was responsible.

Mirmand and Monaco officials did not confirm or deny that Yermolaiev was the target. The attacker was suspected of attempted murder, and investigators said the victims had not yet been interviewed by police.
