At the centre of the uproar is the Senior High School (SHS) curriculum scandal, which has prompted the Centre for Democratic Movement (CDM) to sharply criticise key education institutions — including the Ministry of Education, the National Council for Curriculum and Assessment (NaCCA) and the Ghana Education Service (GES) — for what it calls a failure of oversight, accountability and respect for Ghanaian values in the development and dissemination of teaching materials.

The controversy erupted when a Year Two Physical Education and Health Elective Teacher’s Manual — a supplementary instructional guide related to the SHS curriculum — contained a definition of gender identity that many Ghanaians found at odds with traditional societal norms. In response, critics argue that such content was introduced without proper consultation with parents, religious leaders or traditional authorities, stoking fears about ideological shifts in education delivery.

In public statements, the CDM blasted the Ministry of Education for failing to take responsibility for materials circulating under its authority, insisting that silence amid public outrage amounts to acquiescence. It also accused NaCCA, the statutory body mandated to safeguard curriculum integrity under Act 1023, of either failing catastrophically in its mandate or attempting administrative evasion — outcomes the group deemed unacceptable. Meanwhile, GES drew criticism for disseminating the manuals nationwide without sufficient oversight.

The group’s concerns were further amplified by the presence of Education Minister Haruna Iddrisu’s signature on the foreword of the disputed manual, which CDM said was evidence of ministerial approval and responsibility for the material — a point that sparked wider questions about accountability and transparency in educational governance.

In reaction to the uproar, the government and NaCCA have moved to clarify the situation. Officials have emphasised that the national curriculum itself remains unchanged and that the controversial content appeared in a teacher’s manual — a supplementary guide rather than core policy — which has since been withdrawn and corrected to align with national values and a biological understanding of sex and gender.

Despite these adjustments, calls for broader oversight and accountability remain. CDM has urged a parliamentary inquiry into how the materials were developed, approved, funded and circulated, arguing that Ghanaians deserve clarity and trust in the institutions that shape the educational landscape.

The episode has ignited passionate debate about curriculum development in Ghana — balancing educational standards, cultural norms, stakeholder consultation and public confidence — underscoring the deep engagement citizens have with how future generations are taught and formed.
