The agreement focuses on expanding cooperation in areas such as digital infrastructure development, telecommunications regulation, information and communication technologies (ICT), and knowledge exchange. It also seeks to promote joint initiatives that support digital transformation and improve connectivity services.
Under the MoU, both sides expressed their commitment to sharing expertise, encouraging investment opportunities, and exploring partnerships between public and private sector entities. The cooperation is expected to contribute to modernizing telecommunications networks, enhancing service quality, and supporting innovation in digital services.
Officials highlighted that the agreement aligns with broader regional efforts to accelerate digital transformation and strengthen technological integration across the Arab world. For Libya, the partnership is seen as an opportunity to benefit from Saudi Arabia’s experience in advanced telecommunications systems and large-scale digital projects. For Saudi Arabia, the MoU opens avenues to expand regional cooperation and support development initiatives in North Africa.
The signing of the MoU reflects the growing diplomatic and economic engagement between Libya and Saudi Arabia and underscores the strategic importance of telecommunications in supporting economic growth, government services, and cross-border connectivity.
