Party leaders from Scotland, Wales and Northern Ireland are expected to sign a memorandum at a Cardiff summit affirming their nations’ right to determine their constitutional futures. The agreement will call on Westminster to prepare and facilitate possible constitutional change, including independence referendums. John Swinney, Rhun ap Iorwerth and Michelle O’Neill are attending as party leaders rather than government representatives. Supporters describe the summit as a new platform for cooperation on democracy, energy, economics and relations with Europe and beyond
