Kyiv, Ukraine— A drone strike hit civilian infrastructure in the Darnytskyi district of Kyiv at 3:05 a.m. on October 30, 2026, killing at least four people and cutting power and water to more than 80,000 residents.
The city administration said a swarm of Shahed-type drones struck a combined heat and power plant and an adjacent water pumping station. One drone hit the turbine hall. Another hit a transformer yard. A third crashed into a residential block 200 meters away.
Three plant workers were killed inside the control room. One woman, 62, was killed in her apartment when debris penetrated the building. Twelve others were injured. The blasts started a fire that burned for three hours.
“The strike was aimed at civilian services, not military targets,” said Kyiv Mayor Vitali Klitschko at the scene. “They want to freeze this city.”
Air defense said it downed 11 of 16 drones overnight. The ones that got through were low and slow, hugging the Dnipro River. Residents said they heard the distinctive buzzing for 20 minutes before impacts. Power went out block by block.
Reuters reported emergency crews worked with headlamps to isolate the grid and prevent a wider cascade. By midday, 40 percent of the district remained without heating. Temperatures overnight were 2 degrees. Water pressure was low across eastern Kyiv.
Ukraine’s prosecutor general opened a war crimes file, as is standard for attacks on civilian infrastructure. Investigators collected drone engine fragments and guidance modules from the plant yard. The Energy Ministry said this was the seventh strike on this facility since September.
Moscow has not commented on this specific strike. It has previously said it targets infrastructure linked to military production.
Tonight repair crews are welding bypass lines. The plant will not restart for at least 48 hours. Air raid alerts remain active over Kyiv. Residents are told to charge devices and store water.
