On January 26, 2026, the Kremlin reiterated its position regarding the Donbas region, insisting that Ukraine must cede all territory within it as a condition for any future peace agreement. According to the state news agency TASS, President Vladimir Putin has made it clear that Russia controls around 90% of Donbas and will resort to military means if necessary.

Kremlin spokesman Dmitry Peskov stated, "It’s no secret that this is our consistent position, the position of our president, that the territorial issue is of fundamental importance to the Russian side." He referred to the so-called "Anchorage formula," which reportedly outlines conditions discussed in a past summit between Putin and U.S. President Donald Trump. This formula demands Ukraine yield control of all of Donbas while also freezing front lines elsewhere in Ukraine.

Ukrainian officials have consistently maintained their stance against ceding territory, arguing that they will not give away land that Russia has not successfully captured on the battlefield. The recent trilateral talks in Abu Dhabi concluded without any agreement, although Peskov characterized the discussions as “constructive.” Additional talks are planned for the following weekend as the war continues to escalate, with significant ramifications for Ukraine and its sovereignty.
