Japan announced new sanctions against Russia on October 2, targeting 35 vessels associated with the country’s so-called shadow fleet. The measures restrict services including insurance, maritime transport, crew employment and repairs, and require authorization for certain financial transactions involving the ships. Japanese officials believe the vessels transport Russian crude to countries including China and India, generating revenue for Moscow. The package also imposes asset freezes on 33 Russian companies and nine individuals, alongside export restrictions on four entities based outside Russia and Belarus.
