Japan has expanded sanctions against Russia by targeting 35 vessels associated with Moscow’s shadow fleet, which is used to transport oil while evading international restrictions. The measures limit services including insurance, maritime transport, crew employment, and repairs, while requiring authorization for certain financial transactions. Tokyo also froze assets linked to 33 Russian companies and nine individuals.
