Neighboring Hainan province, also in Matmo’s path, instituted travel suspensions, grounded flights, shut down transport networks, and closed businesses. Some cities preemptively canceled classes and halted public services, bracing for impact.

As storm models trace its course, Matmo is forecast to make landfall around midday in the coastal region spanning Guangdong and Hainan. Rainfall estimates range from 100 to 249 mm in many areas, with potential for flooding, landslides, and coastal inundation. ([AP News][3])

Evacuation is never merely physical. For those moving inland, it is a gesture of survival, of choosing uncertainty over staying. Entire communities scramble to protect livestock, move vehicles, secure homes. Roads get congested, emergency shelters open, relief teams stand by. In some coastal towns, the sea itself tempts disregard — until it does not.

Authorities also shut highways, suspended maritime traffic, and imposed curfews in vulnerable zones. Infrastructure systems—power lines, drainage, flood control—are on heightened alert. Communication lines, too, prepare for the strain.

There is no certainty in storms. There is only preparation and hope, that the precautions hold, that the wind spares less than feared, that the water recedes. In the hours ahead, the evacuated may wait, watch, listen for signals of return.
