Ice Storm Hits Ukraine, Snapping Power Lines, Killing Residents From Cold Across Kyiv And Dnipro

Kyiv, Ukraine— Ice formed at 5 centimeters thick on power cables on October 30, 2026. A subzero freeze and ice storm that swept across Ukraine disrupted power lines, snapped distribution networks, and caused cold exposure deaths as temperatures plunged to minus 20C and Russian strikes continued to target energy infrastructure. The UN refugee agency warned on October 30 that millions face a dangerous winter.

In Dnipro, regional governor Alexander Ganzha said at least 350,000 people lost power after strikes hit energy infrastructure on October 29-30. In Kyiv, one person died in Russian night strikes on October 29 that damaged buildings. Around Kyiv, the Ministry of Energy said about 500,000 consumers were left without electricity on Friday morning. Interior Minister Ihor Klymenko said over 400 settlements across 11 regions were dealing with widespread power outages during an earlier winter storm that killed at least 10, with deaths attributed to hypothermia as people were found on streets.

The ice made it worse. Mykolaiv Governor Vitaliy Kim highlighted severity, with ice on electricity cables reaching over 5 cm thick. Strong winds, frost and thick ice on equipment inflicted significant damage to distribution networks. Electricity consumption surged to the week's highest levels as temperatures fell to minus 15C in various parts. The Ukrainian Hydrometeorological Center issued avalanche warnings in southwestern mountainous regions.

"We have no heat, no light, we are burning wood inside the apartment," said a resident of a damaged apartment block in Kyiv, speaking after four people died and 20 blocks were damaged in January. World Vision said Ukraine is currently facing the coldest and most dangerous winter since 2022. One in five families report health problems related to low indoor temperatures.

The friction is war and winter combined. Since January 9, Russian attacks have targeted the energy system, directly affecting electricity supply to Kyiv and other cities. The power cuts were presented as part of an intensified campaign against power plants, substations and grids. Emergency power cuts swept several Ukrainian cities and neighboring Moldova on Saturday due to a technical malfunction affecting lines linking the two countries. Forecasters say Ukraine will experience a brutally cold period.

Ukrinform noted that with temperatures reaching minus 20 degrees, difficulties grow day by day. The UN said Ukraine is entering its fifth winter since Russia's full-scale invasion in February 2022. For vulnerable families without adequate heating and electricity, the risk is lethal. Kyiv Mayor advised residents to temporarily leave amid severe outages.

As of October 30, 2026, repair crews were trying to de-ice lines with poles and hot water, but new ice formed as fast as they cleared it. About 1,500 responders were working across 11 regions. More than 400 settlements remained without power. The next cold front was forecast to push temperatures lower.

The grid was holding in places, failing in others.
