The ICC has moved forward with its first Libya trial by confirming 17 charges against Khaled Mohamed Ali El Hishri over alleged abuses at Mitiga Prison in Tripoli. A panel of judges unanimously found prosecutors presented enough evidence to send him to trial on counts including torture, rape and other sexual violence, murder, enslavement, and persecution. The decision follows years of jurisdictional disputes and delays since Libya’s situation was referred to the court by the UN Security Council. The ruling does not determine guilt.
