Chiba, Japan—Coast Guard patrol boats and rescue divers pulled an unconscious angler from choppy coastal waters off the Chiba peninsula Sunday morning after high surf swept him off a concrete breakwater, marking one confirmed fatality.
The emergency call came in at approximately 8:15 a.m. local time when nearby anglers saw a sudden four-meter wave crash over the exposed fishing ledge. The surge tore the man from his standing position and dragged him past the outer tetrapod barriers before he could deploy emergency flotation gear.
Maritime safety units deployed three vessels and a search helicopter to the sector within twenty minutes of the alarm. Search crews spotted the submerged body roughly 300 meters offshore, drifting in a strong rip current generated by an offshore low-pressure system.
Paramedics conducted CPR aboard the rescue vessel before transferring the victim to a regional emergency medical center in Chiba. Hospital officials pronounced the 58-year-old resident dead on arrival, citing cardiac arrest and asphyxiation from drowning.
Weather authorities had issued a coastal high-wave advisory for the eastern Chiba shoreline early Sunday morning, warning of unpredictable ground swells and rising tide heights. Despite the postings, several dozen recreational anglers remained on unprotected rock formations throughout the morning.
"The swells were coming in cycles of three or four calm waves followed by a massive surge," said a local fisherman who witnessed the collapse of the wave over the pier. "He was standing near the outer edge when the water swept over the concrete barrier like a wall."
Coast Guard officers cordoned off access paths to the breakwater and deployed patrol vehicles along the coastal road to order remaining recreational anglers away from the water. Municipal officials confirmed that warning signs at the beach entry had been installed earlier this year.
Prefectural police and maritime safety officials remain on scene conducting drift assessments and compiling weather telemetry to complete the official incident report. Port authorities have barred pedestrian access to all exposed breakwaters in the district until ocean conditions normalize.
