Heavy Strike on Residential Building in Ukraine: Twenty Civilians Killed, Rescue Teams Search Rubble

Dnipro, Ukraine— A heavy ballistic missile struck a residential apartment building directly, killing 20 civilians inside and pushing the total regional death toll to 28.

The strike hit in the early hours of October 24, when most residents were inside. The missile tore through multiple floors and triggered a partial collapse. Concrete panels fell onto parked cars. Windows in surrounding blocks blew out from the pressure.

Emergency services arrived within minutes. Firefighters fought flames on lower floors while search teams climbed unstable stairwells. Residents who escaped described a deafening blast followed by dust so thick they could not see the corridor.

Officials confirmed 20 bodies recovered from the apartment structure itself. Eight additional deaths were reported elsewhere in the region from the same wave of attacks, bringing the combined total to 28. More than 40 people were listed as injured, several in critical condition.

"The building took a direct hit, central section is gone," a regional emergency official said. "We have identified 20 civilians dead at this address alone. We are still checking voids where people may be trapped." He said heavy equipment was being used carefully to avoid further collapse.

The apartment housed families, elderly residents, and children. Neighbors said the building had no military presence. Local authorities shared photographs of a crater near the foundation and twisted rebar where living rooms had been.

Air raid alerts had sounded earlier in the night, but many residents said they stayed home due to the frequency of alarms. One survivor said she sheltered in a bathroom after hearing whistling, then felt the floor drop.

Investigators collected missile fragments for identification. The regional prosecutor opened a war crimes case file, standard procedure after strikes on residential infrastructure. Power and gas to the block were cut.

The building has been declared unsafe. Residents from intact sections were evacuated and placed in temporary shelters. Rescue teams continued to work under floodlights.

Search operations were expected to continue through the night, with crews listening for sounds beneath the rubble.
