Both died at the scene . The car then collided with a parked flatbed truck, and Downy was pronounced dead at the scene .

Toronto police Supt. Scott Baptist confirmed that Downy's driver's license had been suspended for medical reasons and that he was also under a federal driving prohibition. "A suspension of someone's driver's licence is just that: they're not entitled to drive on a road in our province," Baptist said . Police declined to specify the medical condition involved, but the sequence of events—the initial collision, the apparent seizure, the subsequent flight at high speed—suggested a driver whose ability to operate a vehicle safely had been medically compromised before he ever got behind the wheel.

The case raises questions that extend beyond the specific facts of that evening. How did a man whose license had been suspended for medical reasons come to be driving?
