In the ornate halls of Paris’s fintech forum, where ambition meets regulation, the message from France’s top central banker was clear — Europe must speak with one voice on Crypto.
François Villeroy de Galhau, Governor of the Bank of France, urged the European Union to grant its market regulator, the European Securities and Markets Authority (ESMA), direct oversight over major Crypto firms, warning that fragmented national supervision could weaken the bloc’s financial sovereignty.
“I also advocate, together with the president of the AMF, European supervision of Crypto asset issuers, carried out by ESMA,” Villeroy said at the ACPR–AMF Fintech Forum in Paris. His argument rests on one of Europe’s oldest economic anxieties — that a divided regulatory landscape invites risk, inconsistency, and ultimately, instability.
The call comes as the EU prepares to implement the Markets in Crypto-Assets (MiCA) framework, its landmark regulation aimed at bringing transparency and accountability to the digital asset sector. But while MiCA outlines the rules, questions remain over who enforces them — the national regulators or the EU-level authority.
Villeroy warned that leaving supervision to individual countries risks uneven enforcement and regulatory arbitrage, particularly as Crypto firms expand rapidly across borders. By giving ESMA direct authority, he argued, the EU can ensure consistent standards, reduce systemic risk, and reinforce Europe’s autonomy in the digital financial space — a sovereignty increasingly defined not by currency, but by code.
His remarks align with broader European discussions about digital finance governance, as policymakers balance innovation with protection. The message from Paris carries both symbolism and strategy: if Crypto is to be truly European, its rules must be too.
