Simultaneously, the government reduced its aid budget by €910 million, affecting healthcare systems and international development efforts.

The report raises specific concerns about plans to possibly reinstate conscription, which was suspended in 2011. Critics argue that expecting loyalty from younger generations without adequately addressing their fundamental rights is untenable.
