FDLR Disarmament Deal Fails to Sway Rwanda

An FDLR disarmament deal has failed to change Rwanda’s position, with Kigali saying the agreement did not address the core security risks it cites. Rwanda argued that remaining fighters and armed groups continue to threaten stability in eastern Democratic Republic of Congo, where the FDLR has long operated. Officials said the plan lacked credible verification and enforcement mechanisms to ensure weapons were fully surrendered and commanders stood down. Rwanda signaled it may continue pushing for tougher measures, including pressure on regional partners and support for operations aimed at neutralising armed groups.
