Factory Raid in Chachoengsao: 17 Chinese Nationals Arrested in Illegal Labor Sweep

CHACHOENGSAO, Thailand — Immigration police conducted a targeted raid on a manufacturing facility in Chachoengsao province on Thursday, September 10, 2026 arresting 17 Chinese nationals suspected of working illegally without valid work permits.

The operation unfolded at the Tuopu Technology plant in the Plaeng Yao district following reports that foreign workers were performing unauthorized duties, including roles strictly reserved for Thai citizens under labor regulations. Upon entering the premises, officers from Immigration Division 3 discovered the suspects engaged in various operational capacities, spanning factory management, electrical wiring, machinery installation, accounting, and on-site construction.

A verification of their documentation revealed none possessed valid permits authorizing their employment in Thailand. All 17 individuals were taken into custody and transferred to the Plaeng Yao Police Station. They face charges for working without authorization or exceeding permitted employment scopes, which carry potential fines, deportation, and re-entry bans under Thai immigration law.

Authorities confirmed the investigation is expanding to examine the hiring practices of the facility's management. Investigators are reviewing employment records, corporate structures, and payment logs to determine if executive directors or local recruiters face liability for illegally employing foreign nationals.

The enforcement action comes amid heightened scrutiny from the Ministry of Labour, which has intensified inspections across industrial estates in eastern Thailand to ensure compliance with national employment laws. Officials reiterated that while Thailand actively encourages foreign direct investment—particularly in high-tech manufacturing corridors like the Eastern Economic Corridor (EEC)—foreign enterprises must strictly adhere to statutory requirements regarding domestic hiring quotas and worker registration.

Local labor unions and trade associations welcomed the raid, citing growing concerns over foreign firms bypassing local talent for restricted administrative and technical roles. Representatives argued that unmonitored hiring practices undercut fair wages for local technicians and engineers, prompting calls for more transparent auditing of incoming foreign personnel attached to international investment projects.

Thai law enforcement agencies indicated that joint inspections alongside the Department of Employment will continue throughout Chachoengsao and neighboring provinces. Regional authorities warned that any business entity found harboring or employing foreign nationals in violation of statutory labor protections will face severe administrative sanctions, including potential operational license revocations.
