Express Entry Refocused: Who Canada Wants, and Why

There is a quiet competition underway among nations, one waged not with tariffs or treaties but with opportunity itself. Canada, facing an aging workforce and persistent labour shortages, is recalibrating the system that decides who may come and build a life within its borders. The message this week was clear: the country is looking for talent, and it is willing to reward those who bring it.

On Friday, Immigration Minister Lena Metlege Diab announced changes to the Express Entry Comprehensive Ranking System that will award additional points to candidates with eligible Canadian work experience or a qualifying job offer in a high-wage occupation—jobs such as engineers, electricians, and health care professionals. The changes take effect November 3 .

A high-wage occupation is defined as one with a median wage at least 1.3 times the median wage of the overall Canadian workforce. The assessment is based on typical earnings for the occupation, not an individual candidate's salary . Eligible occupations span health care, skilled trades, engineering, technology, and education .

The changes also cut red tape. As of November 3, a Labour Market Impact Assessment—a sometimes lengthy process requiring employers to prove why they need a foreign worker—will no longer be required for a qualifying job offer to receive the new points or to meet job offer requirements under the Federal Skilled Worker Program and Federal Skilled Trades Program. IRCC will continue to assess job offers to confirm they are genuine, with measures in place to protect against fraud .

Candidates already in the Express Entry pool will have their scores automatically recalculated under the new system, a process that may take up to two weeks. During that period, invitation rounds will be paused. Candidates who wish to receive points for a qualifying job offer must update their profiles with the required information before November 3 .

The announcement builds on earlier measures to align Express Entry with labour market needs. In December 2025, Canada created a dedicated category for medical doctors with Canadian work experience. In February 2026, new and renewed categories were announced for health care, skilled trades, research, transportation, and education . "Canada is competing globally for people with the skills we need to build a prosperous economy and stronger public services," Diab said. "These changes will help us identify, attract, and retain the skilled newcomers who are best positioned to succeed in Canada" . The announcement comes weeks before Ottawa releases its 2027-2029 Immigration Levels Plan, which will set annual targets for new permanent residents .
