EXPOSED: Hamas Documents Reveal Direct Control of “Sumud” Flotilla

For the first time, official Hamas documents uncovered in the Gaza Strip provide undeniable proof of the terror group’s direct involvement in organizing and funding the so-called “Sumud” flotilla to Gaza. These findings dismantle claims that the flotilla is a grassroots civilian initiative, showing instead that it is a Hamas-backed operation designed to provoke international confrontation with Israel.

The documents outline how Hamas operates on two levels. Inside Gaza, the movement controls daily activity. Outside, Hamas relies on “Hamas Abroad,” with its leading arm—the Palestinian Conference for Palestinians Abroad (PCPA)—established in 2018. The PCPA functions as Hamas’s international representative network, often disguised under civilian cover but in reality serving as an unofficial diplomatic wing, orchestrating anti-Israel activity worldwide. From violent demonstrations to propaganda marches and flotillas, the PCPA has acted as Hamas’s operational tool abroad.

One of the documents is a 2021 letter signed by Ismail Haniyeh, head of the Hamas Political Bureau. In this letter, Haniyeh openly calls on the PCPA chairman for unity and explicitly endorses the PCPA. Israel subsequently designated the PCPA as a terrorist organization in 2021 due to its direct affiliation with Hamas.

Another document lists PCPA operatives, including high-profile Hamas members. Zaher Birawi, head of the PCPA’s Hamas sector in the UK, has for more than 15 years been one of the main figures behind organizing flotillas to Gaza. His name appears prominently on the list. Also included is Saif Abu Kashk, a PCPA operative in Spain, who holds a crucial role in the current flotilla operations.

Abu Kashk is not only a Hamas-aligned activist but also the CEO of Cyber Neptune, a front company in Spain. According to the documents, Cyber Neptune secretly owns dozens of ships participating in the “Sumud” flotilla. This establishes that many of the vessels sailing under the banner of humanitarian aid are in fact Hamas-controlled assets.

Together, these documents expose Hamas’s deception—using civilian fronts, foreign operatives, and false narratives to mask its terror agenda. The “Sumud” flotilla, far from being a humanitarian convoy, is a Hamas-directed mission with ships directly tied to its operatives and leadership.
