The European Commission has proposed extending EU temporary protection for Ukrainians fleeing the war but with a key change: newly arriving military-age men would no longer qualify automatically. The proposal would align the protection rules with Ukraine’s rules under martial law, which generally prevent conscription-age men from leaving the country. Existing temporary protection beneficiaries already in the EU would be allowed to stay under the current status. The measure must still be approved by EU member states and has drawn criticism over potential discrimination.
