Ukraine expanded its drone-cooperation network with two new partners on July 7, signing separate agreements with Estonia and the Netherlands during the NATO summit in Ankara, according to reporting.
The Netherlands deal focuses on building a foundation for long-term defence cooperation. It includes joint production of unmanned aerial vehicles and broader bilateral defence ties, with Dutch leaders describing the pact as a way to share innovations while sustaining pressure on Russia.
Separately, Ukraine and Estonia signed a drone-cooperation agreement in Ankara between President Volodymyr Zelenskyy and Estonia’s Prime Minister Kristen Michal. The contents of the agreement were not published, but Michal said it would give Estonian companies access to Ukrainian drone knowledge and tested expertise, allowing production to be set up in Estonia. Reporting also said the framework could include pathways for drones currently under development to become available to Estonia, and that cooperation includes opportunities for procurement and continued air-defence support.
The announcements were also linked to upcoming regional milestones, including discussion of the next Ukraine reconstruction-related conference hosted by Estonia in January 2027.
