The request was raised in talks involving senior U.S. and Ukrainian officials, but Musk refused to permit Starlink use inside Russia. Musk and SpaceX have allowed Starlink for operations in internationally recognized Ukrainian territory (including Crimea) while blocking use within Russia itself. The dispute centers on whether enabling deeper strikes would increase conflict escalation and liability concerns.
