The Dutch government wants to tackle unruly passenger behavior by expanding airline enforcement tools. The proposal includes allowing airlines to issue fines to passengers who misbehave, alongside steps to reduce “air rage” and other disruptive incidents that can threaten safety and disrupt operations.

A second part of the plan would make it easier for airlines across Europe to share information about repeat disruptive passengers. The aim is to prevent individuals who are banned by one carrier from simply booking flights with a different airline, by enabling coordinated restrictions based on shared lists of offenders.

The move is intended to strengthen deterrence and make bans more effective across the European airline network, rather than leaving enforcement confined to a single airline after a single incident.
