DICT Blocks Grok AI Over Deepfake Abuse to Protect Women, Children in Philippines

MANILA, Philippines - The Philippine government has taken a firm stand against the misuse of artificial intelligence, blocking access to Grok AI over concerns that the platform has been abused to create deepfake content that endangers women and children.

The Department of Information and Communications Technology (DICT) said the decision was driven by growing reports that AI-generated images and videos were being used for harassment, exploitation, and the spread of sexually explicit deepfakes. Such content, officials warned, causes lasting harm to victims and poses serious risks, especially to minors.

DICT emphasized that while artificial intelligence offers significant benefits for innovation and productivity, it must not come at the expense of public safety and human dignity. “The protection of women and children remains a top priority,” the department said, noting that unchecked use of deepfake technology can fuel online abuse, blackmail, and psychological trauma.

The move to block Grok AI is part of broader government efforts to strengthen digital safeguards and enforce accountability among technology platforms operating in the country. Authorities are also coordinating with law enforcement agencies and child protection groups to address AI-related abuse and improve mechanisms for reporting harmful content.

Advocacy groups welcomed the decision, calling it a necessary step to curb the rapid spread of deepfakes and send a clear message that technology must be used responsibly. They also urged continued investment in digital literacy and stronger regulations to keep pace with evolving online threats.
