Cuba’s top diplomat says recent discussions with the United States are not yielding results, describing the talks as showing “no progress” despite the two countries’ stated willingness to keep dialogue open.

In remarks reported by PBS, Cuba’s deputy foreign minister Josefina Vidal Ferreiro said Cuba favors negotiation as the only way to address differences and find ways to move forward in the bilateral relationship. She acknowledged that the diplomatic “channel is open,” but argued that doubts about U.S. seriousness remain because, during ongoing conversations, the United States continues to take measures Cuba says harm the Cuban people.

Vidal Ferreiro also pointed to the impact of U.S. economic pressure on daily life and services in Cuba, linking the country’s worsening conditions—such as shortages and power outages—to restrictions that she said constrain key areas including electricity generation and medical care.

The comments come as the United States and Cuba maintain a tense relationship, with periodic back-and-forth on issues ranging from humanitarian concerns to broader political and security disputes.
