On February 15, 2026, Chinese President Xi Jinping announced a sweeping new policy that will introduce zero tariffs on imports from 53 African countries, beginning May 1, 2026. This decision, which follows sustained diplomatic efforts and regional discussions, is anticipated to significantly bolster trade relations between China and African nations.

Previously, China had offered zero-tariff treatment primarily to its least developed partners within Africa, but this new initiative expands those benefits to all African countries, excluding Eswatini, which maintains diplomatic links with Taiwan. The aim is to promote a more integrated economic relationship and further solidify China’s role as Africa's largest trading partner.

In his message delivered at the African Union Summit in Addis Ababa, Xi described this policy as a pivotal opportunity for African development. He noted that trade volumes between China and Africa climbed to a record $314.4 billion in the first 11 months of 2025, showcasing a healthy 17.8% increase over the previous year.

The decision is also viewed as a strategic reaction to heightened protectionism from the United States, especially following the extension of the African Growth and Opportunity Act (AGOA), which has raised concerns among African nations regarding their access to U.S. markets. Analysts suggest that this proactive engagement from China aims to capitalize on a shift in global trade dynamics, enhancing African economies' access to significant markets.

Despite these advantages, experts caution that the effectiveness of the zero-tariff policy may be hindered by existing non-tariff barriers like regulatory standards and logistical challenges. To address these issues, China has indicated plans to introduce dedicated funds and financial products to assist enterprises operating within Africa, facilitating smoother trade operations.

As this policy rolls out, it could redefine trade relationships and economic development across the continent, encouraging African nations to diversify their exports beyond raw materials and improve competitiveness in various sectors.
