Psiphon, a Toronto-based tool used by about 20 million people each month to bypass online censorship, says it is planning a possible move out of Canada. The company argues that Bill C-22 could require service providers to build technical capabilities for lawful access, potentially compromising protections relied on by users in countries including Iran, Russia and China. Psiphon says a secret access point would undermine trust in its publicly available code. The bill passed the House of Commons and is now before the Senate.
